Patrol boat captain John Lipscomb has been the eyes and ears of environmental watchdog group Riverkeeper. His jurisdiction is the sprawling expanse of the nearly 350 mile long Hudson River, which is mighty but mute. For 23 years from March to November he's spent his life living on the patrol boat Ian R. Fletcher, serving as a shield and deterrent from encroaching industry and exploitation.
